In his first quest to become the state's chief executive Mark Dayton penned a poem about then St. Paul Mayor Norm Coleman (R). We thought revisiting this work was worth the time since Coleman is a potential gubernatorial challenger if Governor Tim Pawlenty (R) should choose not to seek reelection.

Governor Tim Pawlenty (R) will unveil his budget today at 1:00 pm. Many are interested in how he will fill the projected $4.847 Billion hole in the 2010-11 Budget. Already Pawlenty has discussed additional spending which will expand the size of the deficit and many expect the February Revenue Forecast to be even more dire. We understand one component part along with the budget cuts and service reductions will be to use tobacco monies to leverage long term investments to meet the deficit. We along with others will learn what that fully entails shortly.

Last legislative session Rep. Melissa Hortman (DFL-47B, Brooklyn Park) and Sen. John Marty (DFL-54, Roseville) carried legislation for clean cars which failed here in Minnesota. The principle reason was lack of support from the Federal Government for a differential in environmental standards from those established in Washington, D.C. Governor Arnold Schwarzenegger (R-CA) sought a waiver for California to require greater pollution restrictions than are required by the Environmental Protection Agency (EPA). President George W. Bush (R) denied the request in spite of the request coming from a fellow Republican. This changes yesterday, when President Barack Obama (D) signed an Executive Order directing the EPA to do just the opposite from his predecessor.

We also spoke to Rep. Melissa Hortman (DFL-47B, Brooklyn Park) about her push for a Low Carbon Fuel Standard. The Senate author is Sen. Kathy Sheran (DFL-23, Mankato). She admitted this legislation is not as far along, but that focusing on environmental issues from the pump to the tailpipe is a logical approach.

All of the pomp and circumstance was onhand for Governor Tim Pawlenty's (R) 7th State of the State Address. The Senators filed into the House chamber followed by the other Constitutional Officers: Secretary of State Mark Ritchie (D), State Auditor Rebecca Otto (D), Attorney General Lori Swanson (D) an Lt Governor Carol Molnau. We learned earlier in the week Joe Repya will not be a candidiate for Chairman of the State Republican Party. He has endorsed former U.S. Senator Rod Grams and Dorothy Fleming for Deputy Chair. We asked him the reason for his support. We just spoke with him and found his comments to very interesting.

Former U.S. Senator Norm Coleman (R) has a limited amount of time until popular opinion turns against him in his bid to wrestle the Senate seat away from Al Franken (D). Coleman is in an unenviable position as he fights to reclaim the seat through court action. As the process drags out he will be perceived as a sore loser and only seeking his own interests rather than those of the state he claims to want to serve.

As we expected there will be a host of bills seeking to change the electoral process after the U.S. Senate recount. During the process much attention was directed at the 1962 election between Karl Rolvaag and Elmer L. Anderson since it was a statewide recount, we feel the recount process was shaped to a larger degree by the 1986 election contest between Arlen Stangland (R) and Collin Peterson (D).
